Young feels Cuomo's proposals for tax relief, stimulating business in budget plan "right on target..."

Governor Cuomo's focus in his budget address on making the state a more affordable place to live and work is "right on target."  Those are the feelings of State Senator Cathy Young... who says many of the governor's proposals to make New York more competitive "mirror" the Senate's recently announced initiatives.  The Olean Republican especially liked his plans for tax relief in the just over $137-billion spending plan.  Young says it's "really great to see those kinds of proposals..." including property tax relief.  Young adds that she was "thrilled" that State Health Commissioner Nirav Shah specifically addressed the real possibility of Lake Shore Hospital in Irving closing.  She's been leading the effort to get state assistance in finding a buyer for the bankrupt facility... and, believes "great progress" is being made.  Young recently announced a one-million dollar cash infusion from the state for the TLC Network... which operates Lake Shore... to help keep the facility open.  She says a recent rally at Silver Creek High School to keep Lake Shore open got "Albany's attention."

Electrical problem blamed for Bowen Street fire...

Jamestown Firefighters spent a cold night fighting a house fire at 82 Bowen Street caused by an electrical problem.  Fire Battalion Chief Don WoodField says the crews were called out just before 10 p.m. Monday - and were at the scene in four-minutes.  Woodfield says there were two-families that lived inside the house.  He says everyone was out of the building when they arrived.  Firefighters determined the family that lived on the first-floor was not home after doing a search of the apartment.  The house was extensively damaged.  Woodfield says the cause of the fire has been determined to be electrical due to a problem with a space heater.  Four firefighters were hurt due to slips and falls in the icy conditions.  A stretch of Falconer Street from Bowen to Sturges was closed due to the fire... but, has since re-opened.  The city is doing an emergency demolition of the home.  The local Red Cross is assisting both Families who lost their homes to the fire.
