Ruffo says some of the proposals... including the Foundation Aid change... were put on the back burner.  In fact... the state legislature heard so much concern over some districts getting their Foundation Aid cut... that lawmakers eventually restored aid to those schools facing reductions from the previous year.  Ruffo says another major concern is over inflation... and, higher costs for a number of items... including fuel, health care, and supplies.  She says adding to that is the state's 2% property tax cap.  Ruffo says the Rockefeller Institute of Government held five sessions with school leaders to gauge the issues they were concerned about.
