Council talks homeless situation at city Code Blue Warming Center, and where they can go during day-time hours...
Our cold and snowy weather has provided challenging... and, at times dangerous conditions for the homeless population and around the city of Jamestown. That came out of discussion during last night's City Council work session when the Housing Committee dealt with the issue of trash piling up at and around the new Code Blue Warming Center at 917 Washington St. Chairman Bill Reynolds says they talked about the situation with the Department of Development's Cassie Foulk. Reynolds says Foulk told them they were aware of the complaint, and the building owner was notified. She said about 30 bags of trash were expected to be cleared from the location. However... the warming centers only take people in during the early evening... through early the following morning. After that... there are few places for them to go. Councilwoman Regina Brackman says it's become an issue for one business -- Robo -- on Ninth Street where some homeless were coming in and harassing workers. Reynolds adds that one other place the homeless have been going to during the day-time hours is UPMC Chautauqua Hospital on Foote Avenue. The Code Blue Warning centers in the area are only opening during the evening and overnight hours from 5:30 p.m. to the following morning at 7:30 a.m. when the outside temperature falls to 32-degrees or less.
